Well, because it works for me and dunno128... both of us WITHOUT JiffyDOS... then maybe it is a problem with JiffyDOS? Can you test without JiffyDOS?

I lack a 1581.) I don't have jiffydos in my real system so I don't have it on my VICE running machine, a WindowsProfessional behemoth from the early 2000s. What drives do you have enabled? Do you have the ROM in the Internal or External slot? I find the response to the key press is slow and if I don't hit space or esc immediately and hold down to go to [options] or [cancel scan] one or more drives, for me 9 and 10 can be left in an error state with blinking red light on 9 and green light on 10. If I wait a bit before pressing either space or scan I can get just 9 to be in an error state. wait a little longer and 10 will also be left in an error state, so it looks like it could be your scans of the drives are not leaving them initialized. This could still be VICE messing things up... it seems VICE 2.3 can be iffy with 1571cr drives at least. I tried with 1571cr on U8 and VICE became .... unresponsive or unruly, depending...

This is in both 80 column and 40 column. In the external slot in 40 col the options for space or esc are not printed to screen, if I press space for options I can type 's' blindly to skip scan and get back to a working screen in 40 col. IN 80 col the options are printed to screen just fine. It seems to work fine for both 40 and 80 col in the internal slot. In the external slot only 80col seems to work. Still, your drive scans seem to start taking place before esc or space are pressed unless they are pressed immediately after the message appears on screen. And then the drives can be left in a seemingly hanging state...

I have VICE config other than real system 'cause main hardware is not emulated: SCPU128 CMD-HD CDRW for CMD-HD IEC-ATA Comet64 ...
So, I have on system JiffyDOS by SuperCPU and so I'm using it also in VICE, but VICE works in my case really not understandeable and it's not first time when it is so. ROM is configured for internal socket so cannot work as external.

I only test with Internal/Function ROM... according to Donno128's report, it seems the 40/80-column bug occurs with External/Cartridge ROM...
Guess I need to do more tests?
[Edit] I tried attaching your BIN as an External/Cartridge ROM in VICE 2.2, but it would never run (PC would boot normal, like no cartridge)
