It isn’t possible. The hardware is hardwired to disable the MMU registers when the C64 ROM is enabled. The MMU is required to enable the C128 ROM again so there is no way to get back. A hardware reset is required.
If you have a cable set up to transfer data to the other machine, then you can put a the reset pin on an out bit from the host, and just trip the reset with it. Host, trips reset wait for slave to boot its rom sends data
