Some people had a c128 mostly used as c64-with-tape (eg. in Europe). Then people would eventually buy a disk-drive, a 1541. On c128 , 1541 is driven as a slow IEC device.
According to (https://www.lemon64.com/forum/viewtopic.php?t=52439) c64 could not solve it because board-mishap. That did not befall c128, it has the CIA wired up to the IEC bus.
The following remark makes me wonder:...is it possible to program the CIA in c128 to use its serial-bus-connected-shift register with the 1541's 6522 like suggested above? (can the 1541's VIA even "see" the shift register in the c128 CIA ?)

the 1541 and 1541-II the SRQ line is tied to +12V so you can't put any data down the line.
