It was common to 'personalize' your boot screens with custom messages, different colors for the border, background and character etc. Since it doesn't work (I assume in both 64 and 128 modes) then quite probably the 'hacker' overwrote the wrong areas.

Thank you for your help! I did some reading on the hexdump, and it looks like the previous owner wrote BASIC to U32 a couple of times. I'm guessing they made a mistake and didn't want to bother erasing the UVEPROM which would be in line with the theory that they made mistakes with the C128 mode too.
